Executive Director -- Hospice Wellington

EXECUTIVE DIRECTOR - HOSPICE WELLINGTON

The Executive Director serves as a champion for Hospice Wellington’s vision of palliative care representing the interests of the Hospice in various forums and acting as a key liaison with a range of health care partners and stakeholders.

The Executive Director shall supervise the day to day operations and administration of the organization and perform such other duties as may be directed from time to time by the Board of Directors. The Executive Director is responsible for planning, directing and managing all programs, personnel, and finances of Hospice Wellington in support of the policies, guidelines and budgetary authorities set by the Board of Directors. The Executive Director manages all resources to ensure the delivery of quality palliative care that responds to the needs of clients and their family members in a workplace that attracts and retains excellent employees and volunteers.

The Executive Director is directly accountable to the Board of Directors (the Board) for the total operational performance of the organization and for achieving the mission of Hospice Wellington. The Executive Director (ED) is appointed by the Board and is the Board’s link to the operating organization. The ED is accountable to the Board, acting as a whole, for planning, budgeting, staffing, directing and controlling outcomes of Hospice Wellington. The Board delegates to the ED the achievement of Board-approved mission, objectives and strategic plan of Hospice Wellington.

The Board directs the ED through policies, delegating interpretation and implementation to the ED.

The ED acts as a resource to all Committees of the Board. The ED ensures the organization operates in accordance with the goals, executive authority, governance and board-staff relationships policies established by the Board of Directors.

All board authority delegated to staff is delegated through the ED. The ED provides written reports on the organization to the Board at each of its meetings on:
  • Significant activities and accomplishments
  • Legislative or policy change that impacts the organization
  • Any material risks, actual or potential

DUTIES AND RESPONSIBILITIES

Organizational Leadership
  • Develops and establishes annual and long-term goals and objectives to fulfill the mandate of the Hospice.
  • Develops the continuous Quality Improvement (CQI) program, establishes goals, monitors and measures performance and takes corrective action as required.
 
Financial Management
  • Manages the Hospice Wellington budget
  • Develops a budget with the collaboration of staff and the Treasurer of the Board, recommends an annual budget to the Financial Committee of the Board.
  • Ensures development of monthly financial statements and closely monitors financial records.
  • Ensures expenditures conform to the approved budget.
  • Works with the Resource Development Coordinator and the Fundraising Committee to deliver a strategic plan to ensure the availability of funds in order to meet the Hospice’s financial objectives.
  • Develops or collaborates in proposals and applications for government grants.
  • Delivers financial and statistical reports to funding bodies as per contract.
Human Resource Management
  • Establishes workplace practices and processes which attract and retain excellent employees and volunteers and support a wellness promoting environment.
  • Ensures that Hospice staffing needs are anticipated and met.
  • Ensures the development and implementation of staff and volunteer training and development programs.
  • Ensures the development and implementation of Human Resource policies and compliance with Employment Standard regulations.
  • Ensures that recruitment, interviewing, hiring, management, and exit of staff for the Hospice is carried out in accordance with approved Hospice policy guidelines and relevant legislation and professional standards and guidelines.
  • Ensures that job descriptions accurately reflect duties of Hospice positions and undertakes or ensures probationary and annual evaluation of staff and volunteers.
  • Ensures that the work of all staff is appropriately supervised and that processes are in place for open communication with staff and for resolution of any conflicts.
  • Ensures that the workplace is safe and minimizes workplace injury risks.
  • Is the management representative on the Health and Safety Committee.
Program Management
  • Supported by the Community Service Coordinator, Volunteer Coordinator and Director of Care (Residence).
  • Oversees the management of all programs of Hospice and ensures the development and implementation of protocols, policies and procedures related to the community and Volunteer Services program.
  • Ensures an optimum level and quality of service delivery by developing and implementing a short and long-range strategic plan in consultation with the Board of Directors through the Strategic Planning process.
  • Ensures confidentiality of patient information, and the maintenance of proper record keeping and filing.
  • Fulfills the role of Chief Privacy Officer
Communications and Outreach
  • Serves as a champion for Hospice palliative care, representing the Hospice at various forums.
  • Maintains highly collaborative relations with a range of healthcare entities including the Ontario Ministry of Health and Long Term Care (MOHLTC), the Waterloo Wellington Local Health Integration Network (WWLHIN), the Community Care Access Centre of Waterloo Wellington (CCAC WW), national and provincial hospice palliative care associations and other relevant authorities.
  • Works with the Board to develop communications plans and strategies to ensure  public awareness of Hospice programs and to support Hospice priorities (e.g. reaching out to ethno cultural communities).
  • Ensures good communications with other professional groups involved in the care of the terminally ill and the bereaved.
  • Serves as principal spokesperson for the Hospice with the news media.
  • Participates in public speaking engagements.
Planning and Development
  • In collaboration with the Board, provides insight and input for the development of the Hospice’s strategic plan, particularly as it pertains to developing trends and expectations within the Government of Ontario, the health care network, and the community.
  • Facilitates Board decision making through the provision of administrative support, accurate reporting on Programs, provision of statistics and professional advice.
  • Ensures integration of Hospice Programs with existing community Palliative Care programs.
Team Development and Communication
  • Works effectively within the Hospice Wellington team, to provide team based care to clients and their family members.
  • Promotes awareness of the organization’s services and programs.
  • Actively participates in staff, team and committee meetings as appropriate.
  • Ensures effective two way communication throughout the organization.
  • Promotes an environment of initiative, proactive problem solving and collaboration.
Professional Development
  • Maintains and develops professional competence through ongoing professional development. Fully participates in quality improvement activities.
  • Participates in self-directed learning to ensure that practice remains relevant by attending professional conferences, e-learning and journal reviews.
  •  Participates on interdisciplinary committees to promote professional/ interpersonal development.
  • Facilitates and participates in educational activities and research studies as required.

QUALIFICATIONS

Education/Experience:
  • Experience in leading a team of professionals.
  • Education minimum Undergraduate degree in related discipline.
  • Master’s degree preferred, in Health Care Administration or other relevant discipline.
  • Minimum of 10 years experience in management 
  • Experience in Palliative Care and/or community based care preferred.
  • Experience in working with a Board of Directors will be advantageous.
  • Experience in financial management including developing a budget and monitoring expenditures.
  • Experience in human resource management.
  • Experience in working with volunteers preferable.
  • Access to a reliable vehicle and valid Driver’s License is required, as travel is required between sites and locations in the community.
  • Available to be on call to respond to building, human resource and health care emergencies.
  • Experience in development and  delivery of high quality  strategic operating plans 

Knowledge:
  • Knowledge of the National, Provincial, and Waterloo Wellington palliative care environment and organization.
  • Knowledge of Federal and Ontario government health care plans and priorities
  • Knowledge of the history and meaning of hospice palliative care including the National Principles and Norms of Practice.
